The Upper Cascades Skate Park was designed by Lawrence Moss & Associates of Glendale, Calif. with input from BFAST (Bloomington for Alternative Sports Training) members and others in the skateboarding and in-line skating community. The skate park features concrete ramps, rails and other terrain for use by skateboarders and in-line skaters.

The total cost of the skate park is $605,150, with $312,592 allocated for the construction of the skate park itself. Funding for the skate park came from a Parks Bond Issue for $6.2 million, which passed in 2001 and included improvement projects at other parks and facilities including Miller-Showers Park and Bryan Park and Mills Pools.

The skate park is located on Bloomington's northwest side, on Kinser Pike just south of Cascades Golf Course. Admission to the skate park is free.
